## Aprašymas

This plugin detects FCC visitors using known FCC IP blocks and slows down your site
just for the FCC visitors. It displays a header to let them know that they are being
slowed down in protect of the FCC decision regarding net neutrality.

It detects the known FCC IP blocks (CIDR) and intentionally delayed the site by 
few seconds and then shows a header on top of the site telling FCC users that they
are being slowed down. The header automatically disappears 5 seconds later.

        1. Upload and extract fcc_slowlane.zip to the `/wp-content/plugins/` directory
        1. Activate the FCC Slow Lane plugin through the 'Plugins' menu in WordPress

  What exactly does this plugin do?

Delays your site by 2 seconds to any FCC users who is browsing your site from a 
list of known FC IP
 blocks (CIDR). It also displays a header on top of your site
for 5 seconds stating that they have been slowed down due to the FCC position regarding
net neutrality.

  How can I demo it to myself?

 1. Go to a page on your Wordperss web site
     2. Just add ?fcc=demo-on at the end of
    the URL and press ENTER 3. The plugin will show you what FCC users will experience.
    4. You can turn off the demo by clicking on the TURN OFF DEMO button in the header

  How can I see what IP blocks are being targeted for FCC users?

 1. Browse a page in your site and add ?fcc=show-fcc-ips to the URL and press the ENTER
    key.
     2. You will be shown a list of IP ranges in CIDR format that are being slowed
    down.
